At 9 Kilwick Street in Hartlepool, a three-storey terraced house has been converted into a six-bedroom HMO with en-suite rooms and shared living space. The six-person HMO use received a Lawful Development Certificate under application H/2026/0003, and the council's decision was reported independently by GazetteLive / Yahoo News on 26 March 2026.

Proposed section – three storeys, including the loft, working as one six-bedroom HMO.

The brief

The landlord wanted six lettable rooms, each with its own en-suite, without losing the shared kitchen and living space that makes an HMO work day to day – and without extending the building.

Why a Lawful Development Certificate?

Changing a family house (Use Class C3) into a small HMO for up to six people (Use Class C4) can often be done without a full planning application – unless an Article 4 Direction removes that right. A Lawful Development Certificate gives the owner written confirmation from the council that the use is lawful. That matters for lenders, buyers, insurers and licensing, and it removes the risk of enforcement later.

Making six en-suite rooms fit

The existing building had to do all the work. We planned the rooms, the circulation and the loft together so that every floor earns its keep:

  • Room sizes and en-suite positions set out to keep drainage runs short and stacked

  • Circulation kept compact so space goes to the rooms, not the corridors

  • The loft brought into use as part of the room count

  • Shared kitchen and living space sized for six occupants

The Building Control package

Planning is only half the job. We also produced the technical drawing package for Building Control – plans, sections, elevations and fire strategy drawings – so the conversion could move straight from approval to construction.

What landlords can take from this project

  • Check whether an Article 4 Direction applies before you buy – it changes the whole route

  • A Lawful Development Certificate is worth having even when permission isn't needed

  • Design the layout, fire strategy and licensing standards together, not one after another
